Inalignmentwiththespiritofthe20thNationalCongressoftheCommunistPartyofChinaandtheCentralEconomicWorkMeeting,andinaccordancewiththedirectivesoftheProvincialPartyCommitteeandMunicipalPartyCommitteeEconomicWorkMeeting,the5thPlenarySessionofthe13thDistrictCommittee,andtheDistrict'sHigh-QualityDevelopmentMeeting,theLiwanDistrictaimstofocusonhigh-qualitydevelopment.Theobjectiveistovigorouslypromotethedevelopmentofmodernurbanindustry,leveragingtheindustrialfoundation,resourceendowment,andlocationadvantagesofLiwanDistrict,soastoenhancethequalityandquantityofindustrialdevelopment,pavingthewayforaneweraofhigh-qualitydevelopmentinLiwan.Thefollowingmeasureshavebeenthusformulated:Article1:ApplicableObjectsThismeasureappliestomodernurbanindustrialenterprisesandmodernurbanindustrialparksoperatinglawfullyinLiwanDistrict,unlessotherwisestipulatedinspecificprovisionsunderthismeasure.Article2:StrongSupportforHeadquartersofModernUrbanIndustrialEnterprisesEnterprisesrecognizedasmodernurbanindustrialheadquartersinLiwanDistrictwillreceiveaone-offincentiveofupto10millionyuan.Article3:CostReductionforIndustrialPremisesofModernUrbanIndustrialEnterprisesFormodernurbanindustrialenterprisesaligningwithLiwanDistrict'sdevelopmentdirectionandnewlypurchasingself-usedindustrialpremises,aone-offsubsidyof1,000yuanpersquaremeter(calculatedbasedontheactualareaspecifiedinthecontract,excludinglessthan1squaremeter)willbegranted,withamaximumnotexceeding10millionyuan.Additionally,modernurbanindustrialenterprisesmeetingthedistrict'sdevelopmentdirection,leasingself-usedindustrialpremiseswithalegalconstructionareaof300squaremetersormore,completingtherequiredregistrationandfiling,payingrent,andachievingpositivegrowthinannualoutputvalue,willreceiveaone-offsubsidybasedonthehighest30%oftheannualrentatthestandardrateforthesameregionandgradeofindustrialpremises.Themaximumsubsidyiscappedat1millionyuan.Article4:SupportingtheAdvancementandExpansionofModernUrbanIndustrialEnterprisesForindustrialenterprisesinLiwanDistrictmakingthetransitionfromacertainscaletoahigherscaleforthefirsttime,theywillbeentitledtoaone-offrewardof100,000yuan.Additionalone-offrewardsof100,000yuanwillbeallocatedtomodernurbanindustrialenterprisesaligningwiththekeyindustrialdevelopmentdirectionsofLiwanDistrict,achievingthetransitiontoahigherscaleforthefirsttime.Keyindustrialenterprisesbelowthescale,withannualoperatingrevenuebelow20millionyuan,demonstratingaspecificpercentageofpositivegrowthcomparedtothepreviousyear,willreceivetieredrewards,withthemaximumnotexceeding300,000yuan.Similarly,sizablemodernurbanindustrialenterprises,withannualindustrialoutputvalueexceeding20millionyuanandshowingacertainpercentageofpositivegrowthcomparedtothepreviousyear,willreceivetieredrewards,withthemaximumnotexceeding10millionyuan.Industrialinvestmentprojectswithanannualinvestmentamountreaching50millionyuanormorewillbeeligibleforrewardsequivalentto1%oftheactualinvestmentamount.Themaximumannualrewardforeachmodernurbanindustrialenterpriseshallnotexceed5millionyuan.Article5:PromotingtheAggregatedDevelopmentofModernUrbanIndustrialEnterprisesFormodernurbanindustrialenterprisesinLiwanDistrictwithanannualoutputvalueof1billionyuanormore,engaginginthefirst-timedirectpurchaseofproductsfromindustrialenterprisesinLiwanDistrict,withacumulativeannualprocurementamountof1millionyuanormore,willberewardedwith10%oftheactualprocurementamountfromthepreviousyear.Themaximumrewardforasingleenterprise'sprocurementshallnotexceed1millionyuan,andthemaximumcumulativeannualrewardshallnotsurpass2millionyuan.Furthermore,enterpriseswithinthedistrictdirectlypurchasingproductsfromkeyindustrialenterprisesbelowacertainscalewithinthedistrict,withacumulativeannualprocurementamountof100,000yuanormore,willreceivearewardof10%oftheactualprocurementamountfromthepreviousyear.Themaximumrewardforasingleenterpriseinagivenyearshallnotexceed300,000yuan.Thesetworewardpoliciescannotbeenjoyedrepeatedlyinthesameyear.Article6:DemonstrationProjects,SingleChampionAwardsModernurbanindustrialenterprisesfirstselectedinthe"Top500ChineseManufacturingEnterprises"withanannualindustrialoutputvalueof10billionyuanormorewillbegrantedaone-offrewardof20millionyuan.EnterprisesrecognizedbytheMinistryofIndustryandInformationTechnologyas"SingleChampions"inmanufacturingforthefirsttimewillreceiveaone-offrewardof1millionyuan,withanadditionalrewardof200,000yuanforeach"SingleChampion"product.Article7:SupportingInnovativeDevelopmentofModernUrbanIndustrialEnterprisesEncouragemodernurbanindustrialenterprisestoincreaseinvestmentinindustrialtechnologicaltransformation.Enterprisesreceivingmunicipalawardsforcompletingannualindustrialtechnologicaltransformationinvestmentswillbeprovidedwith1:1supportfromthedistrict,withamaximumrewardnotexceeding10millionyuan.Modernurbanindustrialenterprisesrecognizedforthefirsttimeasprovincialenterprisetechnologycenterswillreceiveaone-offrewardof500,000yuan;thoserecognizedasnationalenterprisetechnologycenterswillreceiveaone-offrewardof1millionyuan.Similarly,modernurbanindustrialenterprisesrecognizedforthefirsttimeasprovincialmanufacturinginnovationcenterswillreceiveaone-offrewardof500,000yuan;thoserecognizedasnationalmanufacturinginnovationcenterswillreceiveaone-offrewardof1millionyuan.Article8:SupportingModernUrbanIndustrialEnterprisesinUtilizingtheCapitalMarketSupportmodernurbanindustrialenterprisesinlistingonthestockmarket.Industrialenterprisesnewlylistedondomesticandforeignsecuritiesmarkets,orthosealreadylistedrelocatingtothedistrict,willreceiveaone-offrewardof3.5millionyuanuponapproval.Forthoselistedonoverseassecuritiesmarkets,therewardwillbebasedonmunicipalrecognitionafterthedisbursementofmunicipal-levellistingsupportfunds(enterpriseslistedusingtheVIEstructurewillberewardedaccordingly).LocalindustrialenterpriseslistedontheNationalEquitiesExchangeandQuotations(NEEQ)system,andinnovativelayer-listedindustrialenterprisesrelocatingfromotherregions,willreceiveaone-offrewardof600,000yuan.Forstock-holdingindustrialenterpriseslistedontheGuangdongEquityExchangeCenterwithinthedistrict,orthoserelocatingfromoutsidethedistrictandcompletingthetransformationtostock-holdingbeforerelocation,identifiedaslarge-scaleindustrialenterprises,qualification-gradeconstructionindustryenterprises,wholesaleandretailenterpriseswithquotas,andlarge-scaleserviceindustryenterprisesinthedistrictatthetimeofapplication,aone-offrewardof150,000yuanwillbegiven;thosewithanannualrevenuesurpassing30millionyuanwillbeentitledtoaone-offrewardof300,000yuan.Article9:SupportingtheQualityImprovementandEfficiencyIncreaseofModernUrbanIndustrialCarriersModernurbanindustrialparks,includingqualityimprovementandefficiencyincreaseparks,high-qualitydevelopmentparks,andcharacteristicparks,recognizedbytheindustrialandinformationdepartmentsofGuangzhou,willreceivearewardequalto10%ofthemunicipalawardamount,withamaximumrewardnotexceeding1.5millionyuan.District-levelmodernurbanindustrialparks,andparksmeetingspecificindustrialoutputvaluestandards,willbeeligibleforrewardsasfollows:1.One-offrewardsof200,000yuan,300,000yuan,and500,000yuanwillbegrantedtothepark'soperatingunitbasedonthepark'slandareaiftheannualindustrialoutputvaluereaches10,000yuan/squaremeter,20,000yuan/squaremeter,and30,000yuan/squaremeterormore,respectively.2.Parksachievingayear-on-yearindustrialoutputvaluegrowthofabove10%,20%,and30%willreceiveone-offrewardsof100,000yuan,200,000yuan,and300,000yuan,respectively,forthepark'soperatingunit.Thetworewardpoliciesmentionedabovecannotbeenjoyedrepeatedlyinthesameyear.Forthetransformationandimprovementofparkcarrierproperties,recognizedasdistrict-levelmodernurbanindustrialparks,themainbodyofthetransformationwillreceivearewardequivalentto20%ofthetotalinvestmentinconstructiontransformation(includingbuildingconstruction,buildingdecoration,propertyenvironmentimprovement,andsmartparkconstruction).Themaximumrewardforasingleparkshallnotexceed10millionyuan.Article10:SupportingtheDevelopmentofIndustrialTalentsinModernUrbanIndustriesIndividualsexcellinginmodernurbanindustrialenterprises,high-endtalents,andurgentlyneededscarcetalentswillbeeligibleforprojectsupportfundsofupto1millionyuan,800,000yuan,and500,000yuan,respectively.Similarly,outstandingteams,high-endteams,andurgentlyneededscarceteamsinmodernurbanindustrialenterpriseswillreceiveprojectsupportfundsofupto3millionyuan,2millionyuan,and1millionyuan,respectively.Article11:CreatingaFavorableBusinessEnvironmentChildren'sSchoolEnrollment:High-qualitymodernurbanindustrialenterprises,whoseindustrialdevelopmentbenefitsinthepreviouscompletefiscalyearreach1millionyuanormore,enablenon-localregisteredemployees'childrentoqualifyforenrollmentequivalenttolocalregisteredstudents.Additionally,foreachincremental1millionyuaninindustrialdevelopmentbenefitstothedistrictinacompletefiscalyear,onemorequalificationforenrollmentequivalenttolocalregisteredstudentscanbeadded.Thedistricteducationbureauwillcoordinatetheallocationofseatsindistrict-ownedprimaryandsecondaryschools.TalentSettlement:Modernurbanindustrialenterpriseswillbeprovidedwithcorrespondingsettlementindicatorsforlocalhouseholdregistrationbasedonthelevelofindustrialoutputvalue,followingthecurrenteffectivesystemforthetotalcontrolofintroducedtalentsettlementindicators.TalentApartmentsGuarantee:Keymodernurbanindustrialenterpriseswillbegrantedaccesstotalentapartmentresources.Highlyqualifiedpersonnelintheseenterprisescanapplytoleaseoneself-occupiedtalentapartment,withamaximumsubsidyof100%oftherentforupto150squaremeters,lastingupto5years.Middleandhigh-leveltalentsmeetingtheconditionsinkeyenterprisescanapplytoleaseoneself-occupiedtalentapartment,withamaximumsubsidyof50%oftherentforupto90squaremeters,lastingupto2years.MedicalPriority:RecognizedtalentscanreceivedesignatedmedicalservicesinpublichospitalsunderLiwanDistrict,includingLiwanCentralHospital,LiwanDistrictPeople'sHospital,LiwanDistrictTraditionalChineseMedicineHospital,LiwanDistrictOrthopedicHospital,andLiwanDistrictMaternalandChildHealthHospital.Servicesinclude1.priorityappointments,registratio
