slocatedinHunan.(III)GreenMiningofNon-FerrousMetalsSpecialtyCompetition.ProjectssubmittedtotheGreenMiningofNon-FerrousMetalsSpecialtyCompetitionmustfeaturehightechnologicalcontent,stronginnovation,andpromisingprospectsforindustrializationwithinthenon-ferrousmetalssector.Eligibleparticipantsincludenon-listedenterpriseslegallyregisteredinChinawithindependentlegalpersonstatus,aswellasteamspossessingscientificandtechnologicalachievementsalongwithentrepreneurialplans.(IV)Allmaterialssubmittedforthecompetitionmustbeauthenticandlawful.Patentedtechnologies,inventions,creations,andresourcesinvolvedintheprojectsmustnotinfringeupontheintellectualpropertyrightsorpropertyrightsofothers.ProjectsmustnotcontainanycontentthatviolatestheConstitutionofthePeople’sRepublicofChinaoranyotherapplicablelawsandregulations.Recommendingunitsarerequiredtoconductstrictreviewsofallsubmittedprojects.Anyviolationoftheaboveprovisionsorbreachofthecompetitionruleswillresultinimmediatedisqualification,revocationofanyawardsorrelatedentitlements,andlegalliabilitybornebytheresponsibleparty.V.CompetitionSchedule(I)MainCompetition.1.Registration(May12–June15,2025).Participantsshalllogintothe“HunanScienceandTechnologyCloudPlatform”ontheofficialwebsiteoftheDepartmentofScienceandTechnologyofHunanProvince(https://kjt.hunan.gov.cn)toregistertheirprojects.(AbilingualregistrationchannelwillbeavailablefortheInternationalSub-tracks.)Nohard-copysubmissionisrequired.TheOrganizingCommitteewillprovidecomprehensiveconsultationandguidanceservicestoallregisteredprojectteams.2.PreliminaryRound(June20–EarlyJuly2025).Organizedbymunicipalandprefecturalscienceandtechnologybureausandthird-partyinstitutions,thepreliminaryroundwillselectandrecommendoutstandingprojectstoadvancetothesemifinalsinaccordancewithestablishedprocedures.3.SemifinalRound(MidtoLateJuly2025;exactdatestobeannounced).ForProvincialSub-tracks,thesemifinalroundconsistsoftwostages:Firststage:Remoteexpertreviewtopreliminarilyselectacertainproportionoftopprojectsfromeachsub-track;Secondstage:On-siteprojectroadshowsandevaluations.FortheInternationalSub-tracks,thesemifinalroundwillbeconductedviaonlineroadshowanddefense.4.FinalRound(MidtoLateAugust2025;exactdatesTBD).Thefinalroundwillfeatureon-siteprojectroadshows.Projectswillnotbecategorizedbysub-tracksbutinsteadgroupedintothreecategories:MicroandSmallEnterprisesGroup,GrowthEnterprisesGroup,andInternationalParticipantsGroup.Basedonperformance,eachgroupwillawardoneFirstPrize,twoSecondPrizes,threeThirdPrizes,andseveralExcellenceAwards.(II)DisruptiveTechnologyInnovationCompetition1.Registration(May12–June15,2025).Participantsshalllogintothe“HunanScienceandTechnologyCloudPlatform”ontheofficialwebsiteoftheDepartmentofScienceandTechnologyofHunanProvince(https://kjt.hunan.gov.cn)toregistertheirprojects.Eachrecommendingunitmaynominateprojectswithinassignedquotas.2.PreliminaryRound(EarlyJuly2025;exactdatetobeannounced).Thepreliminaryselectionwillbeconductedthroughremoteexpertreview.TheevaluationcriteriawillbebasedonthenationalstandardsfortheDisruptiveTechnologyInnovationCompetition.3.FinalRound(MidtoLateJuly2025;exactdateTBD).Thefinalroundwillbeheldintheformofon-siteprojectroadshows.TheTopTenProjectAwardswillbegrantedbasedonfinalrankings.(III)GreenMiningofNon-FerrousMetalsSpecialtyCompetition1.Registration(LateMay2025).ParticipantsshallregistertheirprojectsdirectlywiththeSpecialtyCompetitionOrganizingCommitteeinaccordancewiththespecificrequirementsofthecompetition.2.PreliminaryRound(Mid-June2025).OrganizedbytheSpecialtyCompetitionOrganizingCommittee,thepreliminaryroundwillbeconductedseparatelyfortheEnterpriseGroupandtheTeamGroupthroughdocumentreview.3.SpecialtyCompetitionRound(LateJune2025).Conductedonlineintheformofdefensesessions,thisroundwillalsobeheldseparatelyfortheEnterpriseGroupandtheTeamGroup.4.FinalRound(EarlyJuly2025).Heldason-sitedefensesessions,thefinalroundwillbeconductedseparatelyfortheEnterpriseGroupandtheTeamGroup.Basedonfinalscores,eachgroupwillawardoneFirstPrize,twoSecondPrizes,threeThirdPrizes,andseveralExcellenceAwards.VI.RelevantRequirements(I)Strengthenorganizationalleadership.TheOrganizingCommitteewillenhanceoverallcoordination,refinethecompetitionplan,andreinforcecross-departmentalcollaborationtoensureefficientandorderlyexecutionoftheevent.ScienceandTechnologyBureausofallcitiesandprefectures,administrativecommitteesofhigh-techzones,andrelevantunitsshallactivelymobilizeparticipationbyfullyutilizingonlineandofflinechannelstoenhancethecompetition’sinfluenceandattracthigh-qualityprojects.Allunitsmustdesignateresponsibleleaders,departments,andliaisonpersonnel,andsubmitthelistofpersonneltotheOrganizingCommitteeOfficebyMay20,2025,toensuresmoothcommunicationandeffectiveimplementation.(II)Ensurecompetitionquality.Allrecommendingunitsmustrigorouslyreviewthequalificationsofparticipatingentitiestoensureeligibilityandprohibitduplicateorfraudulentapplications.TheOrganizingCommitteewillcontinuouslyimproveandstandardizetheevaluationprocesstoensurefairness,indep
