大力支持我市创新主体与合作方基于各自优势领域共同开展国际科技合作，根据《宁波市“科创甬江2035”重点研发计划管理办法》（甬科高〔2023〕73号）和《宁波市科技人才引育和国际科技合作项目支持管理办法（暂行）》（甬科外〔2022〕91号）的相关要求，决定启动2023年度“科创甬江2035”重点研发计划国际科技合作项目申报工作，2023年度“科创甬江2035”重点研发计划国际科技合作项目下设基础研究类、应用研究类、试验发展类等三个类型项目，二、申报条件（一）项目申报单位及合作单位基本要求申报单位应为项目牵头单位，3.高校、科研院所等事业单位牵头申报试验发展类项目，4.外方合作单位须为具有独立法人资格的国（境）外机构（不应为个人或团队），2.项目组中方排名前三的成员应提供与项目承担单位（含合作单位）签订的劳动合同，（三）项目基本要求1.项目应聚焦我市科技创新高质量发展要求，对通过项目开展的国际科技合作，项目申报单位应同时提供必要说明及有关佐证材料，归口管理单位对项目申报材料的真实性、完整性进行审核，四、支持政策1.基础研究类项目资助额度一般不超过100万元，对与中东欧国家相关机构合作、依托国际科技合作基地开展的项目给予重点支持，附件1.宁波市国际科技合作项目申报书.docx附件2.项目财政补助经费合作单位预算使用明细.docx附件3.项目申报附件清单.docx宁波市科学技术局2024年2月4日NoticeontheApplicationfor2023InternationalSci-techCooperationProjectsunderthe“InnovationYongjiang2035”KeyR&DProgrammeTofurtherpropupsci-techcollaborationandinterchangebetweenChinaandothernations,andfosterincreasedexchangeofinnovationresources,theapplicationprocessfor2023InternationalSci-techCooperationProjectsunderthe“InnovationYongjiang2035”KeyR&DProgrammeisherebyinitiatedinaccordancewithrelevantsci-techpoliciesofNingbomunicipality.Theparticularsofthisannouncementaredelineatedasfollows:I.EligibilityThe2023InternationalSci-techCooperationProjectsunderthepurviewofthe“InnovationYongjiang2035”KeyR&DProgrammemainlysupportstheresearchareasthatalignwiththe“315”scienceandinnovationstrategyofZhejiangProvince(Internet+,NewMaterialsandHealthcare,andthe15relevantresearchareas)andtheInnovationHubDevelopmentPlanofNingboCity(NewMaterials,IndustrialInternetandKeyCoreBasicParts).TheprojectshallencompasscollaborativeeffortsoftheChineseapplicantanditsoverseascounterparts,withanaimofR&Dprogressortechnologicalbreakthroughsinadvantageousareasofscientificinnovation.Prioritywillbegiventocollaborationswithnations/regionsboastingrobustinnovationcapabilities.The2023InternationalSci-techCooperationProjectsunderthepurviewofthe“InnovationYongjiang2035”KeyR&DProgrammehavethreetracksforprospectiveapplicants:basicresearchprojects,appliedresearchprojects,andexperimentaldevelopmentprojects.1.BasicResearchProjects.Projectsqualifyingforthistrackmusthaveadedicatedfocusoncutting-edgetechnologiesandstrategicallyvitalrealmsofresearch.Theapplyingprojectsareanticipatedtoconsolidateandharnessglobalinnovationresources,augmentglobalnetworksforsci-techcollaboration,confrontsignificantscientificchallenges,andgeneratepioneeringscientificoutcomesthroughexperimental/theoreticalresearch.Projectsinthisclassificationshallshowcasethepotentialofeffectingoriginalbreakthroughs.BasicResearchProjectsareopenforallresearchareas.2.AppliedResearchProjects.ProjectsqualifyingforthistrackshalldovetailwithNingbo’sindustrialdevelopmenttrend,andembodyaforesightedapproachtoharnessingglobalinnovativeresourcesforthestudyofcutting-edgeanddisruptivetechnologies.Theapplyingprojectsshallservetofosterthecreationoftechnologicalprototypesthatcantransitiontopilotingimplementation,expediteindustrialbreakthroughswithinaconcisetimeframe,andinstigatetheemergenceofforerunnerindustries.Keysupportingareas:functionalmaterials,advancedmanufacturing,digitaltwins,networkcommunication,aerospaceinformation,healthcare,dualcarbontechnology,artificialintelligence,etc.3.ExperimentalDevelopmentProjects.ProjectsinthistrackshallserveforthedemandofthecompetitiveindustriesandkeyindustrialchainsinNingbo.Theapplyingprojectsshallbepositionedattheforefrontofspecifictechnologicaldomains,andbecapableofeffectingsubstantialtechnologicalbreakthroughs.Preferably,theseinitiativesshallservetoenhanceNingbo’scorecompetitivenessanditscapacityforindependentinnovation,whileamplifyingeconomicoutputandgeneratingconsequentialeconomicandsocialbenefits.Keysupportingareas:integratedcircuits,high-endequipmentmanufacturing,healthcare,newenergyvehicles,etc.II.ApplicationRequirements(1)BasicRequirementsforForeignPartnersTheforeignpartnermustbeaforeigninstitution(ratherthananindividualorateam)possessingindependentlegalpersonality,robusttechnicalcapabilities,high-levelscientificresearchcapacity,anddemonstratedwillingness&abilitytocollaboratewiththeirChinesecounterparts.Theforeignpartnermayparticipatebywayofprovidingtechnologies,capital,information,advancedfacilities,exclusiveresources,etc.(2)BasicRequirementsforPrincipalInvestigatorandCoreMembers1.Theprojectleader,identifiedastheindividuallistedattheforefrontoftheapplicationform,shall,asaguidingprinciple,beacurrentemployeeoftheinstitutionresponsibleforundertakingtheproject(oritscollaboratingunit).Additionally,theleadershouldpossessahighacademicstandingoradvancedtechnicalexpertiseintherelevanttechnologicalfield.Theymustbeinstrumentalindevelopingtheprimaryresearchconceptsandleadingtheon-siteresearch.Furthermore,theleadershoulddemonstrateorganizational,managerialandcoordinatingabilitiesthatareessentialforprojectcompletion.2.Eachforeignpartnerentityshallassignatleastonepersontotheproject’sR&Dendeavors.(3)BasicRequirementsforTheProjects1.Theapplyingprojectshallservetobolsterhigh-qualitysci-techinnovationinNingbo,alignwithlocalindustrialdevelopmenttrajectory,andfallunderthepurviewofkeyinnovationdomainsinNingbo.Theprojectshalldemonstrateasolidfoundation,necessaryconditions,andawell-definedmodelforinternationalcooperation.Theprojectproposalmustoutlinethespecificscopeofcooperation,presentreasonableandachievablecollaborationplans,andarticulateclearandmeasurabletechnicalbenchmarks.Prioritywillbegiventothoseinternationalsci-techcooperationprojectsthatcanaddresschallengingtechnologicalissues,aligncloselywithlocalindustrialneeds,andpotentiallyleadtotheestablishmentofrelevantintellectualpropertyrightsortheformulationoftechnicalstandards.2.TheChineseandforeignpartiesmustdemonstrategoodfaithandmutualtrustbysigningacooperationagreement.Theagreementmustbemeticulouslyaccurateandconformtoprofessionalstandards,bearingthesignaturesandsealsofallinvolvedparties.Criticalaspects,suchasspecifictasks,workloaddistribution,conditionsforresearchsupport,financialcontributionsfromeachparty,budgetallocations,andownershipofintellectualpropertyrights,mustbeexplicitlydetailed.Theagreementshouldincludethenames,institutions,departments,positions,andotherpertinentinformationofthesignatories.Incaseswheretheofficialsealoftheforeignpartnerisabsent,thesignatureofthepersoninchargeoftheinstitutionortheauthorizeddepartmentisrequired.Theapplicantmustprovidenecessaryexplanationsandrelevantsupportingandverificationmaterialsconcurrentlytovalidatethesignatory’sauthority.Ifaformalprojectcooperationagreementisnotsignedatthetimeofapplication,aletterofintentforcooperationbetweentheChineseandforeignpartiesshallbesubmittedinstead.However,uponprojectapproval,theprojectcooperationagreementmustbesubmittedbeforefinalizingtheProjectContractsandPlansfortheNingboKeyR&DProgramme.Thecollaborationperiodgenerallyshouldnotexceedthreeyears.3.Infrastructureconstruction,equipmentprocurementprojects,non-STEMresearchprojects(suchaspolicyandadministrationstudies),orprojectsinvolvingmaturetechnologies,productdevelopmentandmarketingarenoteligible.III.PolicySupport1.ThefundingforbasicresearchprojectsgenerallyshallnotexceedRMB1million,andshallbemainlyforuniversitiesandresearchinstitutes.ThefundingforappliedresearchprojectsgenerallyshallnotexceedRMB2million.ThefundingforexperimentaldevelopmentprojectsgenerallyshallnotexceedRMB5million.2.Forprojectsinvolvingenterprises,theallocatedfundingshallnotsurpass1/3ofthetotalapprovedbudget.Projectssolelyundertakenbystate-ownedscientificresearchinstitutes,institutionsofhighereducation,orotherstate-ownedentitiesshalladheretoafundinglimitequivalenttothetotalapprovedprojectbudget.3.Whentheapplicantnecessitatestheallocationoffundstoforeignpartners,theyarerequiredtodeploytheirownresourcesforthisspecificpurpose.ThemanagementoffundsassociatedwiththeprojectmustcomplywiththestipulationsoutlinedinMeasuresfortheManagementofSpecialFundsforSci-techDevelopmentinNingbo(RevisedVersion)(NingboSci-techFunds[2022]No.36).4.Incasesofequalmeritacrossothercriteria,considerationwillbeaccordedtocollaborationswithcountriesfromtheCentralandEasternEuropean(CEE)regionandtheprojectsaffiliatedwithinternationalscienceandtechnologycooperationbases.IV.ApplicationProcedure1.Application.Theonlineapplicationportalisopenbetween9:00,6thFebruaryto17:00,15thMarch.(Note:Applicantsareadvisedtoallowampletimeforonlinesubmissionandrefrainfromsubmittingapplicationsintheimmediateproximityofthedeadline.)2.FormalReview.TheNingboScienceandTechnologyBureauwillscrutinizethecompletenessandvalidityoftheapplicationmaterials.ApplicationsmeetingthestipulatedrequirementsoftheNoticewillbeaccepted,whilethosefallingshortwillbedeclined.3.ExpertEvaluation.Apanelofexpertsinrelevantfields,organizedbytheNingboScienceandTechnologyBureau,willundertaketheevaluationofproposedprojects.Approvalandfundingallocationsforeachprojectwillbedeterminedbasedonexpertevaluations,whiletakingintoconsiderationNingbo’sdistinctivefeatures/objectivesofsci-techinnovationandindustrialdevelopment.V.ContactInformationPolicyConsultant:Ms.LinHuan,274379266@qq.com,NingboScienceandTechnologyBureau.NingboScienceandTechnologyBureau4thFebruary,2024。
