numberoffilmandtelevisionenterprisesproducedinthepark.Iftherearemorethan30filmandtelevisionenterprisesproducedinthepark,aone-timerewardof1millionyuanwillbegiven;Iftherearemorethan50filmandtelevisionenterprisesproducedinthepark,aone-timerewardof2millionyuanwillbegiven;Iftherearemorethan80filmandtelevisionenterprisesproducedinthepark,aone-timeawardof3millionyuanwillbegiven;Iftherearemorethan150filmandtelevisionenterprisesproducedinthepark,aone-timeawardof5millionyuanwillbegiven.Thosewhohavereceivedthecorrespondinglowerrewardsandalsomettheconditionsforhigherrewardwillonlybegrantedwiththedifference.3.4Toencouragesocialforcestoundertakemajorfilmandtelevisionacademicseminarsorforumsandotheractivities.AfterreportingtotheculturaladministrativedepartmentofZengchengDistrict,enterprisesorsocialorganizationsundertakelarge-scalefilmfestivals,filmandtelevisionforums,filmandtelevisionevents,excellentfilmexchangesandotherfilmandtelevisionexchangeactivitiesinZengchengDistrict,whicharesponsoredbynationalministriesandcommissions(bureaus)andnationalindustryassociations.Subsidieswillbegivenaccordingtotheproportionof50%oftheactualexpensesincurredbytheactivities,andthemaximumsubsidyamountwillnotexceed1millionyuan;Sponsoredbyprovincialministriesandcommissions(bureaus)andprovincialindustryassociations,subsidiesshallbegivenaccordingtotheproportionof30%oftheactualexpensesincurredbytheactivities,andthemaximumamountofsubsidiesshallnotexceed600,000yuan.3.5Toencouragetheholdingoffilmpremieres.ForthefirstpremiereceremonyoftheatricalfilmheldinZengchengDistrict,itsorganizerwillbegivenaone-timeawardof30,000yuan.3.6Toencouragethedevelopmentofcinemas.Forthecinemasincludedinthe"Fourabove"enterprisestatisticaldatabaseofZengchengDistrict,thetopfivecinemaswillberewardedaccordingtotheboxofficeincomeofthepreviousyear.ThecinemarankingNo.1willberewardedwith150,000yuan;Thoserankingthesecondandthirdwillberewardedwith100,000yuan;Thoserankingthefourthandfifthwillberewardedwith50,000yuan.BoxofficestatisticsaresubjecttothedataofNationalFilmTicketingIntegratedInformationManagementSystem.4.Encouragefilmandtelevisionshooting4.1Tosupporttheconstructionoffilmandtelevisionshootingbases.Supportqualifiedenterprises,underthepremiseofmeetingtheplanning,accordingtotheprescribedprocedures,useoldfactoriesandotherexistingrealestateresourcestorebuildfilmandtelevisionshootingbasesandpost-productionbases,andencouragesocialcapitaltoinvestintheconstructionoffilmandtelevisionshootingbases.Ifthefilmandtelevisionshootingbaseprovidesleaseservicessuchasfilmandtelevisionprops,clothingandphotographicequipmentforthecrew,60%ofthestoragecostsubsidiesinthefirstyear,50%inthesecondyearand40%inthethirdyearshallbegivenrespectivelyaccordingtotheactualrentpaid.Themaximumsubsidystandardshallnotexceed10yuan/squaremeter/month,andthemaximumareashallnotexceed10,000squaremeter.4.2ToencouragetheshootingandproductionoffilmandtelevisionenterprisesinZengchengDistrict.EncouragefilmandtelevisionworksthathavecompletedthefilingandprojectestablishmentproceduresinGuangdongProvince,theimageofZengchengisdisplayedpositivelyformorethan5times,eachtimeformorethan5seconds,andthetitleorendingsubtitlecontainsthenamesofZengchengenterprisesandpublicinstitutionsandshootingsites,andobtainthefilmscreeninglicenseorTVdramadistributionlicense,andgive30%subsidytotheproducersoffilmandtelevisionworksfortheexpensesincurredinZengchengDistrictandissuedVATinvoicesthroughZengchengTaxSystem,suchasfieldrent,leaseequipmentandcostumeprops,settingscenery,hiringextras,post-production,etc.4.3Tosupporttheconstructionoffilmandtelevisionlocationresourcedatabase.Publicresourceswithinthejurisdiction(exceptconfidentialityandspecialareas)areopentothecrewfreeofcharge,andenterprises,hotels,villages,communitiesandotherplacesareencouragedtoopentothecrew.Inthatyear,forthoseservedZengchengFilmandTelevisionCompany,filmandtelevisionlocationoffilmandtelevisionworks,suchastheshootsites,supportingenterprises,hotels,villages,communitiesandpropertyowners,theycanapplytoparticipateinthecompetitiveselectionofawardsforfilmandtelevisionframingserviceunits.Everyyear,nomorethan5excellentfilmandtelevisionframingserviceunitsareselectedaccordingtoserviceperformanceandcomprehensiveevaluation,andaone-timeawardof20,000yuanisgivenrespectively.5.Supportoutstandingfilmandtelevision5.1Toencouragethecreationoffilmandtelevisionscripts.FilmandtelevisionenterprisesengagedinproductionandbusinessactivitiesinZengchengcreatefilmandtelevisionscriptsandmeetoneofthefollowingconditionstoberewarded:ForthosehaveobtainedafilmscreeninglicenseoraTVdramadistributionlicense,thescreenwriterwillbegivenamaximumrewardofnotmorethan100,000yuan;forthoseenteringthecinematoshowaboxofficeofmorethan5millionyuan,orpremiereonCCTVchannels(CCTV1to17),GuangdongSatelliteTV,HunanSatelliteTV,OrientalTV,ZhejiangSatelliteTV,JiangsuSatelliteTVandBeijingSatelliteTV,thescreenwriterwithamaximumrewardofnomorethan300,000yuanwillbegiven;Ifonlinemoviesandonlinedramasarelaunchedonwell-knownvideowebsitesathomeandabroad(iQiyi,Tencent,Youku,Netflix),accordingtotherankingofworks,screenwriterswillberewardedwithamaximumofnomorethan300,000yuan;ThefilmandtelevisionscriptwontheexcellentfilmscriptofXiaYanCup,andthescreenwriterwillbeawardedamaximumof500,000yuan.Onthisbasis,ifthescriptreflectsthethemeofZengcheng,andisfilmedandproducedinZengcheng,anadditional30%rewardamountwillbeadded.Thosewhohavereceivedlowerrewardsbutalsomettheconditionsforahigherrewardwillonlyberewardedwiththedifference.5.2Toencouragetheproductionandbroadcastingoffilmandtelevisionworks.5.2.1Ifthecartoonsproducedbyfilmandtelevisionenterprisesarepremieredin14setsofCCTV,aone-timerewardwillbegivenat3,000yuanperminute,withamaximumrewardof3millionyuan;Ifitispremieredonthewell-knownShangxingCartoonChannel(AniworldTV,ToonmaxTV,BTVKAKUChildrenChannelandJIAJIACartoon),aone-timerewardwillbegivenat2,000yuanperminute,withamaximumrewardof2millionyuan.Thosewhohavewonthe"FiveOneProjectAward",ChinaAnimation&ComicCompetitionGoldenDragonAward,“GoldenMonkeyKing”Awards,theMagnoliaAwardAnimationUnit,andChinaTVGoldenEagleAwardwillberewardedwith500,000yuanforeachfilm,and300,000yuanforthenominationofmajorawards.Thosewhohavewonmultipleawardsforthesameworkwillberewardedaccordingtotheprincipleof"rewardingbythehigheststandardwithoutrepetition".5.2.2TVdramasproducedbyfilmandtelevisionenterprises(morethan20episodes)premieredonCCTV(oneoreightsets),GuangdongSatelliteTV,HunanSatelliteTV,OrientalTV,ZhejiangSatelliteTV,JiangsuSatelliteTV,BeijingSatelliteTV,orotherprovincialsatelliteTVprimetime(17:30-19:30),respectivelyaccordingtothestandardsof100,000yuan,50,000yuanand20,000yuanperepisode.ForthosepremieredonCCTV(oneoreightsets),GuangdongSatelliteTV,HunanSatelliteTV,OrientalSatelliteTV,ZhejiangSatelliteTV,JiangsuSatelliteTV,BeijingSatelliteTV,orotherprovincialsatelliteTVinnon-primetime,aone-timerewardofnomorethan1.5millionyuan,1millionyuanand500,000yuanwillbegivenaccordingtothestandardsof50,000yuan,25,000yuanand10,000yuanperepisoderespectively.Thosewhohavewonfivemajorawards,suchastheFirstProjectAward,theFlyingAwardandtheGoldenEagleAwardofChinaTV,willberewardedwith500,000yuanforeachone,and300,000yuanforthenominationofmajorawards.Thosewhohavewonmultipleawardsforthesameworkwillberewardedaccordingtotheprincipleof"fromhightonon-repetition".5.2.3Ifafilmproducedbyafilmandtelevisionenterprise(withasinglefilmlastingmorethan85minutes)premieresindomesticcinemasorpremieresinsixsetsofCCTV,asubsidyof500,000yuanwillbegivenforeachfilm.Forworkswithoutstandingboxoffice,iftheboxofficeincomeinthenationalcinemareachesmorethan50millionyuan,eachonewillberewardedwith1.5millionyuan;Iftheboxofficeincomereachesmorethan80millionyuan,eachonewillberewardedwith2millionyuan;Iftheboxofficeincomereachesmorethan100millionyuan,eachfilmwillberewardedwith3millionyuan.Thosewhohavewonfivemajorawards,namely,theFirstProjectAward,theChinaWatchAward,theGoldenRoosterAward,theHundredFlowersAward,theGoldenImageAwardandtheGoldenHorseAward,willberewardedwithanother500,000yuan,andthosewhohavebeennominatedformajorawardswillberewardedwith300,000yuan.Thosewhohavewonmultipleawardsforthesameworkwillberewardedaccordingtotheprincipleof"fromhightonon-repetition".5.2.4Theonlinefilmandtelevisionworks(onlinemoviesandsplit-accountonlinedramas)producedbyfilmandtelevisionenterprisesarepublishedandbroadcastforthefirsttimeonwell-knownvideowebsitesathomeandabroad(iQiyi,Tencent,Youku,Bilili,Netflix)(excludingthosebroadcastincinemasandTVstations).Ifthesplit-accountamountbetweenenterprisesandvideowebsitesexceeds2millionyuan,2%rewardwillbegiven,andthemaximumrewardwillnotexceed1millionyuan.Foronlinedramaswithmorethan20episodes(copyrightdramasandself-madedramas),aone-timeawardofupto1millionyuanwillbegivenaccordingtothestandardof20,000yuanperepisode.5.2.5DocumentariesproducedbyfilmandtelevisionenterprisesarereportedinZengchengDistrictandpremieredonCCTV1,9andprovincialsatelliteTV,withatotaldurationofmorethan60minutes(including60minutes),withamaximumrewardof500,000yuan.ForfilmandtelevisionworksproducedbyfilmandtelevisionenterprisesrefertoenterprisesengagedinproductionandbusinessactivitiesinZengchengDistrict,whicharethefirstproducersorprojectfilingunitsofworks,andtheworksareestablishedinGuangdong;Forfilmandtelevisionworksthatarefiledbynon-ZengchengenterprisesandactedasthefirstproducerandZengchengfilmandtelevisionenterprisesasjointproducers,iftheinvestmentratioofZengchengfilmandtelevisionenterprisesaccountsformorethan50%(inclusive),Zengchengfilmandtelevisionenterpriseswillberewardedbyhalfaccordingtotheabovestandards.6.Encouragetheintroductionoftalents6.1Tosupporttheintroductionoffilmandtelevisionprofessionals.Effortsshouldbemadetosupportfilmandtelevisionprofessionalssuchasfilmandtelevisionwriters,directors,publicityteams,post-productionteams,producersandactorstosetupfilmandtelevisionenterprisesorstudiosinZengcheng.Individualswhocontributedmorethan80,000yuan(inclusive)totheeconomicdevelopmentofZengchengDistrictinthatyearwillberewardedaccordingtoacertainproportionoftheircontributiontotheeconomicdevelopmentofZengchengDistrictinthatyear,specifically:thepartthatcontributedlessthan80,000yuan(inclusive)totheeconomicdevelopmentofZengchengDistrictinthatyear,therewardratiois50%;Inthatyear,theproportionofrewardsforthosewhocontributedmorethan80,000yuanto250,000yuan(inclusive)totheeconomicdevelopmentofZengchengDistrictwas75%;Inthatyear,therewardratiowas100%forthosewhocontributedmorethan250,000yuantotheeconomicdevelopmentofZengchengDistrict.Therewardperiodshallnotexceedthreeyears.6.2Theintroductionofhigh-leveltalentsoffilmandtelevisioncultureathomeandabroadbyfilmandtelevisionenterprisescanenjoypreferentialpoliciesfortalentsaccordingtoregulations.ForthosehavingbeenselectedintovarioustalentprojectsinChina,GuangdongProvinceandGuangzhouCityorselectedashigh-leveltalentsinZengchengDistrict,theycanenjoypreferentialpoliciessuchastalentreward,housingassistance,children’senrollment,spouseemployment,medicalcareandresearchassistancestipulatedbyrelevantpoliciesofhigh-leveltalentsinZengchengDistrict.7.Implementfinancialsupportpolicies7.1Toencouragefilmandtelevisionenterprisestogopublic.Forfilmandtelevisionenterpriseslistedondomesticandforeignsecuritiesmarketsorlistedonthenationalsmallandmedium-sizedenterprisesharetransfersystemandGuangdongEquityExchangeCenter,listingsubsidiesshallbegiveninaccordancewiththeprovisionsoftheMeasuresforSupportingZengchengDistricttoAcceleratetheListingofEnterprises.7.2Tobuildafinancingplatformandreducefinancingcosts.Adockingplatformforindustryandfinancewillbesetup,andloandiscountwillbegrantedforgrowingenterprises.Forfilmandtelevisionenterpriseswhoseoutputvalue(operatingincome)exceeds100millionyuaninthecurrentyearandhasincreasedbymorethan20%year-on-yearfortwoconsecutiveyears,80%oftheinterestamountofbankloansinthecurrentyearwillbegivenadiscountaccordingtothebenchmarkloaninterestrateinthesameperiod,andthetotalannualdiscountwillnotexceed800,000yuan.8.Theimplementationofpreferentialtaxpolicies8.1Theincomefromthesaleoffilmcopies(includingdigitalcopies)andthetransferofcopyrightbyfilmproductionenterprises,theincomefromfilmdistributionbyfilmdistributionenterprisesandtheincomefromfilmprojectionenterprisesinruralareasshallbeexemptedfromvalue-addedtax.Fortheproductionofkeyfilmandtelevisionculturalproducts,thosewhoimportself-useequipment,accessoriesandsparepartsthatcannotbeproducedinChinaandmeettheindustrialitemsencouragedbythestatemaybeexemptedfromimportdutiesaccordingtotherelevantprovisionsofthecurrenttaxpolicy.8.2Thebroadcastingservicesofradio,filmandtelevisionprograms(works)providedbyfilmandtelevisionenterprisesabroadareexemptedfromvalue-addedtax;Theproductionanddistributionservicesofradio,filmandtelevisionprograms(works)providedtooverseasunitscompletelyinconsumptionabroadaresubjecttozeroVATrate,ortheycanrenouncetheapplicationofzerotaxrateandchoosetaxexemption.8.3Foranimationenterprisesthatbelongtogeneraltaxpayersofvalue-addedtaxinZengchengDistricttosellanimationsoftwareindependentlydevelopedandproduced,aftercollectingvalue-addedtaxattheapplicabletaxrate,theactualtaxburdenofvalue-addedtaxexceeds3%,andthepolicyofimmediatecollectionandrefundshallbeimplemented.AnimationsoftwareexportsareexemptfromVAT.TheaboveanimationsoftwareshallbeimplementedinaccordancewiththerelevantprovisionsofsoftwareproductsintheNoticeoftheMinistryofFinanceandtheStateAdministrationofTaxationontheValue-addedTaxPolicyofSoftwareProducts(CaiShui[2011]No.100).8.4Therecognizedanimationenterprisesindependentlydevelopingandproducinganimationproducts,canapplytoenjoythecurrentpreferentialincometaxpoliciesofthestatetoencouragethedevelopmentofthesoftwareindustry.Thatis,softwareenterprisesestablishedaccordingtolawandmeetingtherequirementsshallbeexemptedfromenterpriseincometaxfromthefirstyeartothesecondyearbeforeDecember31,2018,andshallbeleviedbyhalfatthestatutorytaxrateof25%fromthethirdyeartothefifthyear,andenjoythefavorablepolicyuntiltheexpiration.(Regulartaxreductionandexemption)Incaseofadjustmentofnationalandprovincepolicies,thelatesttaxpoliciesshallprevail.9.SupplementaryProvisions9.1ThefilmandtelevisionenterprisesreferredtointhisPolicyrefertoenterpriseswithindependentlegalpersonalityengagedintheproductionanddistributionoffilmandtelevisionworks(includingmovies,TVdramas,documentaries,onlinemovies,onlinedramasandcartoons)andsupportingservicesforfilmandtelevisionenterprises(providingvenue,props,photographicequipment,clothingandgroupperformancesforfilmandtelevisionenterprises).9.2Inthispolicy,thefinancialsupportfundsofindividualenterprisesaresubjecttoquotamanagement,thetotalannualsupportofthesameenterpriseshallnotexceed8millionyuan,andinprincipleshallnotexceeditscontributiontotheeconomicandsocialdevelopmentoftheregioninthecurrentyear,exceptforthethreeclauses:"3.(3.4)Encouragesocialforcestoundertakemajorfilmandtelevisionacademicseminarsorforums","4.(4.3)Supporttheconstructionoffilmandtelevisionlocationresourcedatabase"and"5.(5.2)Encouragetheproductionandbroadcastingoffilmandtelevisionworks".Ifanumberofsupportivepolicyareapplicabletothesu
